There is a considerable increase in expenditure but it still keeps within the revenue. Establishments. There are increases under a good many heads, e.g. Judicial, Educational, Registrar General, Police, etc.
A new department has been created, viz., that of the Marine Surveyor.
Secretary's office. The salary for Chinese translator disappears under Judicial and reappears; it has been reduced from $2400 to $1800. Reminder must be given to that effect.
The amount for the 1st Clerk has been lowered by $960. Last year there appeared good reason for this Fixed Allowance, and in 1920 under the Establishment Civil List: the 1st Clerk having died, it was discontinued, from which it would seem that it was personal to Mr. Almada e Castro, the late Chief Clerk.
This point should be cleared up as we have had some correspondence about these clerkships, and neither the 1st clerkship nor the Chief Clerk Ship have been permanently settled.
This same sum of $960 has been employed to add two temporary Clerks to the C.S.O., though was given in Estimate.
As to cadets, there will be 2 in training in 1882 instead of ...
Audit Office. The England and Office appear to me to be rather extraordinary, e.g., "Stationery for the offices for printing", "Coals for various departments". This is making it into a sort of store department and is, I think, wrong in principle.
Chamber of Councils. This is a strange little department, but there is no objection to continuing its separate existence as far as I know.
Survey Department. In last year's Estimate...
